Performance Max: how it works and how to manage it

Performance Max is the most automated Google Ads campaign. You provide a goal, creative assets and audience signals. Google then serves on the Search Network, YouTube, Display, Discover, Gmail and Maps. Long criticized for its opacity, it has opened up since 2025: search terms report, channel report, negative keywords. This guide explains how it works and when to use it. What is Performance Max?

Google defines Performance Max as “a goal-based campaign type”. A single campaign gives access to the whole Google Ads inventory (Google Ads Help on Performance Max). Advertisers often call it “PMax”.

How does a Performance Max campaign work?

The campaign rests on three building blocks that you feed. You only partly control the bids.

Asset groups

An asset group brings together headlines, descriptions, images, logos and videos around a theme or a product range. Google combines them to produce ads suited to each placement. The more varied and precise the assets, the more material the system has to test. For an online retailer, the Merchant Center product feed also powers Shopping ads.

Audience signals

Audience signals (customer lists, site visitors, interests, search themes) guide learning at launch. They are not strict targeting: Google can serve beyond them if it predicts a conversion.

Smart bidding and the final URL

Bids are set at each auction, based on the likelihood of conversion. The campaign uses Smart Bidding strategies: maximize conversions or conversion value. A target CPA or target ROAS is optional. Final URL expansion can be turned on or off. It allows Google to send the user to a different page of the site than the one you specified.

When should you use Performance Max, and when should you avoid it?

Google recommends it if you have specific conversion goals. It also serves to extend reach beyond keyword-based Search campaigns. In practice:

  • Rather yes: e-commerce with a clean product feed, well-measured sales or leads, enough conversions for the algorithm to learn.
  • Rather yes: you need to cover YouTube, Discover and Gmail without building one campaign per channel.
  • Rather no: incomplete conversion tracking, rare or low-quality conversions (unqualified forms).
  • Rather no: you need fine control of the message for each query, for example in a regulated industry.

Measurement decides everything

The algorithm optimizes whatever you declare as a conversion. Are you tracking a simple button click or a low-quality form? The campaign will produce plenty of them. Check the setup in your web analytics tool before launching.

The sensitive point remains your brand. Without precautions, PMax can capture searches for your name. Yet Search or your organic results often cover them already. What controls does Performance Max offer in 2026?

Long described as a black box, the campaign has opened up since 2025. Here are the control levers available.

  • Search terms report: it shows the queries that triggered your ads. Impressions, clicks and conversions are displayed. Data goes back to March 2023 (Google Ads Help).
  • Channel performance report: it splits results between Search, YouTube, Display and the other surfaces. Google announced it on April 30, 2025 (Google Ads & Commerce blog).
  • Negative keywords: they are added at campaign or account level. They apply to Shopping and Search Network inventory (Google Ads Help).
  • Brand exclusions and search themes: the former rule out brand queries. The latter suggest queries, in the spirit of a keyword list.
  • Asset reports: performance of headlines, images and videos, so you can replace weak elements.

How do you launch and manage a Performance Max campaign?

  1. Make measurement reliable: primary conversions defined, values passed if you sell online, duplicates removed.
  2. Choose the strategy: conversions or conversion value goal, with or without a target.
  3. Structure the assets: one group per product range or per audience, with dedicated visuals and videos.
  4. Set the guardrails: brand exclusions, negative keywords, a decision on final URL expansion.
  5. Let it learn: do not change the campaign during the learning period, then analyze search terms, channels and assets.

According to Google Ads Help on the learning period, it can last up to 50 conversions or three conversion cycles. Each significant change can restart it. On the site side, fast and clear landing pages remain a lever for conversion rate optimization. Automation does not replace it.
