White paper: definition and how to write one

In marketing, a white paper is a long, reasoned document, often a PDF offered in exchange for contact details, that helps a professional reader solve a problem. In politics, it is a document in which a government or the European Commission sets out its proposals. This guide explains the origin of the term, the role of the white paper in B2B, how to write and distribute it (a form that follows the rules of the CNIL in France, a PDF to protect from indexing), with an annotated sample table of contents.

What is a white paper?

A white paper is a document that covers a topic in depth to inform a decision. The term has two meanings depending on the author: a public authority on one side, a business on the other.

The white paper in politics

A political white paper is an official document in which a public authority sets out its position and proposals on a topic.

At European level, EUR-Lex describes the Commission’s white papers as documents containing proposals for EU action in a specific area. They open a debate with the public, stakeholders, the European Parliament and the Council, in order to reach a political consensus. The 2020 White Paper on Artificial Intelligence is an example.

In France, defense has its own series of white papers. According to the French Ministry of the Armed Forces, the Livre blanc sur la défense et la sécurité nationale (the French white paper on defence and national security) was published on April 29, 2013. It is the fourth exercise of its kind, after those of 1972, 1994 and 2008.

The white paper in marketing

The marketing white paper is an educational document published by a business to show its expertise and obtain qualified contacts.

Definition

France Num, the French government service dedicated to digital technology for very small businesses and SMEs, defines it as a downloadable file, most often a PDF. It is a practical guide to a technique, a product or a service. It makes it easier to understand and adopt in a professional context (page updated in January 2023).

This format is one of the most developed lead magnets: a resource offered in exchange for an email address. A checklist, a template or a webinar play the same role with less content: see the other lead magnet formats.

Why is it called a “white paper”?

It is called that because of the color of the cover. Collections of documents published by a government were named after it: yellow book, blue book, white book. In French, a white paper is still called a “livre blanc”, a white book.

The 8th edition of the Dictionary of the Académie française (1935) states this explicitly. The word “livre” (book) followed by an adjective naming the color of the cover is defined there as a collection of diplomatic documents published by a country’s government.

The French expression corresponds to the English white paper. The Merriam-Webster dictionary defines it as a government report, especially a British publication usually less extensive than a blue book. It records a first known use of the term in 1884.

This date contradicts a widespread idea that the format was born in 1922 in the United Kingdom. None of the sources consulted for this article documents 1922 as a starting point. Nor do they explain why white was chosen rather than another color.

What is a white paper used for in marketing?

A white paper turns a reader interested in a topic into an identified contact, by giving them real help before any sales conversation.

It plays three roles:

  • obtaining contacts: the reader leaves their details to receive the document, and the business can get back in touch with them;
  • showing expertise: a thorough document proves that the business masters its customer’s problem, better than a brochure;
  • supporting sales: a salesperson can send it to a hesitant prospect, or to a decision-maker who missed the meeting.

In a content marketing strategy, this format sits in the middle of the journey: the reader knows their problem and compares solutions. Blog articles attract, the white paper goes deeper and qualifies.

The survey was conducted from June 25 to August 16, 2024 among 980 B2B marketers, mostly North American. It is self-reported and groups e-books and white papers together. It therefore says nothing about white papers alone, nor about the French market. Video (58%) and case studies (53%) come out ahead.

This format is not always the right choice. If your topic fits on one page, a checklist is enough. If nobody calls back the contacts obtained, the document produces an unused list of addresses.

How do you write a white paper?

To write a white paper, choose a specific problem your customers have, structure the document from the diagnosis to the solution, then write it as a guide, not as a brochure.

Choosing the topic

The right topic comes from the questions your prospects already ask. Talk to your sales team and your customer service: which questions come up before a purchase? On which of them does your business have a method, data or cases that others do not?

Run a simple test: a reader who will never buy from you should learn something useful. If the document only has value with your product, it is a brochure.

Then narrow the angle. “Digital marketing” is a topic for a book; “Reducing the acquisition cost of an accounting firm” is a topic for a white paper.

Structuring the document

The document generally goes from the problem to the solution. Here is a standard structure, to adapt to your topic.

  1. Cover and title: a title that announces a precise answer.
  2. Summary: one page that gives the conclusions; a reader in a hurry should find the essentials there.
  3. Diagnosis: the reader’s problem, its causes, what it costs, with dated sources.
  4. Analysis: the possible options, their advantages and their limits.
  5. Method: the concrete steps to solve the problem.
  6. Case or example: a real case authorized by the customer, or an example flagged as fictitious.
  7. Company presentation: your offer, at the end of the document, and the next step proposed.
  8. Sources and author: the references and the name of the person who wrote the document.

Writing and layout

Write for a reader looking for an answer. Each figure points to its source and its date; each piece of advice comes with an example.

Keep the sales offer for the end. A document that talks about the product from the second page loses the trust it was supposed to build.

Take care of readability: explicit headings, short paragraphs, a table to compare, a diagram when it replaces a paragraph. Add a clickable table of contents to the PDF.

Tip

The title and the landing page decide whether people download. Apply the rules of copywriting to them: a clear benefit, the reader’s words, a promise that the document keeps.

How do you distribute a white paper?

A white paper is distributed from a landing page that describes its content and collects contact details, then on the channels where your readers are.

The landing page shows the table of contents, the target audience and what you will learn. Limit the form to the fields you will actually use.

The form must also comply with the rules on electronic direct marketing. According to the CNIL (page of June 10, 2026), in France:

  • a consumer must consent before receiving direct marketing by email, through a checkbox that is not pre-ticked;
  • a professional must be informed and able to object easily, if the message relates to their job;
  • each email must state who sends it and allow the recipient to refuse the next ones.

The CNIL recommends a checkbox in both cases.

Warning

Ask for agreement to direct marketing through a dedicated checkbox, separate from the download button and not ticked by default. This reminder is not legal advice; have your form validated, especially if you target consumers.

After the download, send the document by email rather than through a direct link: this way you check the address. Then plan useful follow-up emails, for example an article that goes deeper into a chapter, for the contacts who agreed to receive them.

Keep an eye on the file too. Google indexes PDFs, according to its list of indexable file types (updated on February 3, 2026). A PDF reachable at a public URL can therefore appear in the results and be read without going through the form. To prevent this, Google says to use the HTTP header X-Robots-Tag: noindex (robots meta tag, data-nosnippet, and X-Robots-Tag specifications, updated on March 24, 2026). This header blocks indexing, not access: anyone who has the link can still open the file.

Also break the document down into shorter content: one article per chapter, one post per key figure, a webinar. Each one links to the landing page.

This table of contents follows the standard structure seen above. Two choices make it credible: the offer only appears in part 7, and part 3 compares the software with free solutions. Before launching a white paper, check that you have the material for parts 2 and 5: sourced data and a real case. Without them, the document remains a brochure.

How many pages should a white paper be?

No official source consulted sets a length. The ranges that circulate vary from one page to another, without citing any study. The right length is the one that deals with the announced problem, without filler. A one-page summary at the start helps readers in a hurry. If the topic fits in two pages, a checklist or an article is a better fit.

What is the difference between a white paper and an e-book?

Both terms refer to downloadable digital documents, and they are often used interchangeably. The Content Marketing Institute groups them in the same category in its B2B survey. In practice, white paper tends to mean a reasoned document that analyzes a problem and argues for an approach. E-book tends to mean a broader or lighter guide. These are usages, not official definitions.

What is a green paper?

A green paper is a consultation document. According to EUR-Lex, a European Commission white paper sometimes follows a green paper, published to launch a consultation at European level. The green paper asks the questions, the white paper proposes actions.
